Briilhart and Elliott (1996), and Menon (1996). This work has been con- strained by problems of measuring labour market adjustment within and between industries and by the problems of measuring HT in a dynamic sense. The traditional Grubel and Lloyd (GL) measure of intra-indus- try trade is most appropriate for documenting an industry's trade pat- tern in a single period of time, i.e. for measuring HT in a static sense
