Abstract

Globally, a majority of countries has ratified mandates such as the United Nations Convention on the Rights of the Child and the United Nations Convention on the Rights of Persons with Disabilities. An increasing number of countries also have adopted and promoted an array of inclusive early childhood policies and developed and expanded many early childhood development programs in response to a growing awareness of the importance of providing all children with supportive and nurturing care across home and learning environments (Black et al, 2017). Yet, despite a broad adoption of these conventions and the development of policies and programming, we know little about the extent to which Inclusive Early Childhood Development (IECD) and Early Childhood Intervention (ECI) programs and support services are being developed and implemented globally.
