Abstract

This article explores the critical challenge of international cooperation in AI governance, highlighting stark philosophical divides between leading AI powers such as the EU, US, and UK. The recent Paris AI Action Summit revealed fundamental differences, with the EU advocating for comprehensive regulation, while the US and UK prefer targeted approaches to preserve innovation. Wählisch argues against uniform global regulation, proposing instead interoperable frameworks that accommodate diverse cultural and regulatory perspectives. He emphasizes the need for flexible yet cooperative mechanisms that respect differences without sacrificing essential safety and ethical standards, crucial to ensuring AI benefits humanity rather than fragmenting global governance.
