Patient and public involvement in horizon scanning reviews

Abstract

Background
In 2013 the NIHR Horizon Scanning Centre (HSC) published a patient and public involvement (PPI) and engagement strategy. One of the aims was to identify areas of work where the HSC can build and strengthen mutually beneficial relationships with patients and the public. One of these areas of work are horizon scanning reviews that report on emerging health technologies across a disease or technology area. Since October 2013, the HSC has where appropriate included PPI in these reviews.
Aim
To describe experiences of incorporating PPI in horizon scanning reviews.
Results
Three horizon scanning reviews that have a PPI element have been completed. A review on new and emerging technologies for urinary and faecal incontinence incorporated comments on the technologies identified from a patient advocate sourced through a patient organisation. A review on new and emerging health technologies for inherited retinal diseases involved patients and carers at the identification and assessment stage; focus groups were held to obtain views on the technologies identified. A review of emerging artificial pancreas device systems included the views of patients and carers on artificial pancreases in general and also asked for views on individual technologies. Views were obtained using a questionnaire developed in conjunction with an expert patient.
Conclusions
The inclusion of PPI in horizon scanning reviews has ensured the views of patients and carers on new and emerging health technologies are now an integral part of reports. These views have raised issues that are important to users that may not otherwise be highlighted at the planning stage. Each review has used a different approach to PPI which has been dependant on the subject of the review (technology or disease area), accessibility to patients, and the intermediary organisations involved.
